L’ouvrage traite de la préparation à la guerre par le dessin (caricatures, livres d’enfants etc.), des « guerres culturelles franco-allemandes » au niveau des artistes, des tentatives pour éviter le « grand Kladderadatsch » (August Bebel) voire en ignorer le danger, et ce à tous les niveaux de la politique internationale et nationale (socialistes, féministes, pacifistes). Un panorama riche en phénomènes peu connus attirera l’attention du lecteur : Alsace, Autriche, Espagne, publications pacifistes et peintures militaires en France et en Allemagne, œuvres « apocalyptiques » de peintres « expressionnistes », caricatures du futur ennemi et machines de guerre d’un Robida, manuels scolaires et livres d’enfants, publications nationalistes d’artistes et de musiciens jusqu’à l’Exposition universelle à Lyon.
