| Summary, etc. | « Dans son budget de 2017, le gouvernement fédéral a affecté 918 millions de dollars sur cinq ans à l'Initiative des supergrappes d'innovation (ISI). Ce financement aidera à la création, dans différentes régions du Canada de cinq « supergrappes » dans lesquelles les secteurs public et privé mèneront des recherches concertées. Le gouvernement prévoit que l'Initiative créera 50 000 emplois, qu'elle fera augmenter le PIB de 50 milliards de dollars sur 10 ans et qu'elle accélérera l'innovation. Des entités non fédérales - dont des entreprises privées, des universités et d'autres ordres de gouvernement - devraient apporter des contributions égales aux fonds fédéraux. Les partenaires non fédéraux ont déjà annoncé un apport de 1 087 millions de dollars au cours de la même période de cinq ans. ... Le DPB a demandé au ministère fédéral chargé de gérer l'ISI (Innovation, Sciences et Développement économique Canada) de lui communiquer les indicateurs de rendement quantifiables dont il se sert pour mesurer l'incidence sur l'innovation. Aucun n'a cependant été fournis et, en l'absence d'objectifs quantifiables, le DPB n'a pas pu tirer de conclusions sur l'incidence de l'ISI sur l'innovation » -- Résumé, pages 4-6. |
