La possibilité d’urbaniser dans les zones inondables illustre la prépondérance des outils techniques sur le portage politique et la réflexion démocratique. Pourtant, plus les débats sur les inondations sont restreints aux décisions techniques, plus la sectorisation entre les politiques publiques se renforce au détriment d’une prévention efficace.
