Este libro se enfoca en las transformaciones de las políticas que afectaron al sistema público de investigación científica entre 1980 y 2021, ocupándose del análisis de organismos públicos e instrumentos transversales que permean a las distintas instituciones involucradas. Dividido en tres partes, la primera aborda la cuestión del financiamiento de la ciencia y la tecnología a partir del pormenorizado análisis de los sucesivos presupuestos públicos nacionales para dicha finalidad y de los créditos del Banco Interamericano de Desarrollo (bid) entre 1979 y 1989. La segunda sección se aboca al Consejo Nacional de Investigaciones Científicas y Técnicas (conicet) y la gestión de los recursos humanos. Son los temas principales aquí la carrera del investigador científico desde su creación hasta el 2003 y las políticas de federalización del organismo desde 1983. Finalmente, la tercera parte dirige la mirada hacia el problema de la evaluación de los recursos humanos con un análisis de los discursos oficiales sobre la cuestión y el estudio de los criterios y las prácticas de evaluación del Programa de Incentivos a los Docentes Investigadores (proince). This book focuses on the policy transformations that affected the public scientific research system between 1980 and 2021, analysing public institutions and cross-cutting instruments that permeate the different organisations involved. Divided into three parts, the first deals with the issue of science and technology funding through a detailed analysis of the successive national public budgets for this purpose and the credits from the Inter-American Development Bank (IDB) between 1979 and 1989. The second section focuses on the National Council for Scientific and Technical Research (CONICET) and the management of human resources. The main themes here are the careers of scientific researchers from its creation until 2003 and the federalisation policies of the organisation since 1983.
